Science Watch if climate change is causing major waves of the Ocean (Washington Post)

This is one of the most dangerous stretches of water in the world, where 1 million foot cubic water a second struck with 20 or 30 feet waves of the Ocean on a stretch of four miles of sand shifting.

A small band of pilot emission conditions often dangerous to guide ships in the Columbia River bar extending over Washington and Oregon.

They commute in 72-foot recovery vessels that can roll over 360 degrees in winter gales and sometimes force an explosion of North Pacific storms hurricane.

Drivers also confirm this as specialists of the Sea began to speak: the ocean waves are increasingly larger and more powerful, and climate change could be the cause.

"We were talking a few years now,", said Captain Dan Jordan, who has served in shipping for 30 years to become a driver of Columbia Bar. "The mother nature has an easy way to tell us who is in charge."

Using the buoy and models based on wind plans, scientific data say the waves of the Pacific Northwest Coast and along the Atlantic coast of West Palm Beach, Florida, Cape Hatteras, N.C., increase constantly size. And, at least in the Northwest, the big waves are considered more a threat to coastal communities and beaches that the rise in sea level accompanying global warming.

Similar increases the wave height was noticed in the North Atlantic off the coast of England.

Since the mid 1970s, buoy data show that larger wave height of Northwest Coast has increased an average of approximately four inches a year, or about 10 feet total according to Peter Ruggiero, Geosciences at Oregon State University Assistant Professor and is the principal author of a study published recently in the coastal engineering journal.

Ruggiero and his colleagues also estimated how high a wave of 100 years could be. It would be great waves would enter as well as all the 100 years. Estimate has increased by 40% since the 1970s, 33 46 feet feet. Some calculations consider that a wave of 100 years could be high 55-foot taller than a five-storey building.

"We assume that trends will grow in the future," said Ruggiero.

Climate Summit closes in front (BBC)

11 December 2010 update at 12: 27 GMT Canadian citizens demonstrate at the venue of climate change talks in Cancun, 10 December 2010 as part of the agreement will escape some countries, extension talks to A Cancun Kyoto Protocol emission reductions have reached an agreement to curb climate change, including a fund to help developing countries.

United Nations approved the texts developed by Mexican host, despite the objections of Bolivia compromise.

Project documents say more deep reductions in carbon emissions are necessary, but do not establish a mechanism to reach countries have made pledges.

The resistance of some countries to the Kyoto Protocol was a stone of stumbling blocks during the last week of negotiations.

However, the diplomats were a compromise.

Speech cheered representatives of Governments which had caused most friction during negotiations - Japan, China, the us - as one by one, they approved the project.

Mexico, President Felipe Calderon said the Summit had been leaders "glimpse of new horizons" where the country had the "task shared to preserve the health of the planet and protect [human]."

Climate Fund Green aims to raise awareness and to pay $$ (£ 64bn) per year by 2020 to protect poor nations against climate impact and help low carbon development program.

And parameters for the financing of developing for reducing deforestation are described.

But the agreement is much less overall agreement that many countries wanted to Copenhagen year Summit and to continue to seek. It leaves open the question of one of its measures, including emissions reductions will be legally binding.

"What we have now is a text which, while it is not perfect, is certainly a good basis for moving forward," said the Chief negotiator for U.S. Todd Stern.

His Chinese counterpart Xie Zhenhua, sounded a similar note added: "the negotiations in the future will continue to be difficult."

Bolivia found fault with elements of the agreement and the manner in which the texts were built by private conversations between small groups of countries.

Delegation leader Pablo Solon said that what he was most is that the commitments would be not made in the Kyoto Protocol.

"We are talking about on a reduction in emissions [combined] 13 to 16%, and that means an increase of more than 4 C", he said.

"Responsible, we can't go with it - it would mean that we went with a situation that my President called"ecocide and genocide","said Dr. Solon.""

But Claire Parker, senior climate policy for the IUCN World conservation group Advisor said: "we have moved away from the paralysis of the Copenhagen post."

"Developing countries can now see money on the table they are inspired to adapt to the effects that they already face and reduce emissions."

Tara Rao, senior policy with the environmental group WWF commented: "it is sufficient in that we can work towards the year South Africa next meeting obtaining a legally binding agreement y."

The last day of the Summit two weeks had dawned with low expectations of an agreement.

But Ministers led a behind the scenes intensive diplomacy to formulate texts that all parties could live with.

Climate talks approve plan of Kyoto, in spite of the Bolivia (Reuters) (Yahoo!)

CANCUN, Mexico (Reuters) - nearly 200 nations agreed on Saturday at the modest steps to combat climate change, including a new Fund to help poor and developed countries outside of the major conflicts in 2011 and beyond.

"It's a new era of international cooperation on climate change", Foreign Minister Mexico Patricia Espinosa told delegates at the end of two weeks of talks after breaking the deadlock between rich and poor countries.

Agreement, reached marathon in day to day talks includes a plan to develop a Green climate fund, measures to protect tropical rainforests and ways sharing clean energy technologies and help developing countries adapt to climate change.

He reiterated a goal to raise an annual $ 100 billion in aid to poor countries by 2020 and sets a goal to limit global average temperature below 2 degrees Celsius (3 6E) on pre-industrial elevation.

"The most important thing is that the multilateral process received a shot in the arm, it had reached a historical low. "He will fight another day,", said the Indian Minister Jairam Ramesh environment. "She could still fail."

The talks had lowered expectations after Barack Obama Bush and other leaders of the world has failed to reach agreement on a treaty at a Summit in Copenhagen, the last year. Cancun sets without firm deadlines for an elusive legally binding agreement.

Energy the United Kingdom and climate Secretary Chris Huhne said that Cancun is more likely that the European Union would increase to 30 per cent to 20 per cent during 1990 levels of greenhouse gas emission reductions.

"I think that certainly makes an agreement on 30 per cent in the European Union more", he said of the contribution of the European Union in order to avoid that the United Nations of climatologists Panel said will be more floods, droughts, desertification, landslides and the rise of the oceans.

Espinosa struck by his hammer on agreement Saturday last despite objections by Bolivia, who wanted to demanding much more deep countries rich, say their climate policies caused "genocide" with 300 000 deaths a year greenhouse gas reductions.

"I urge you to reconsider," delegate Bolivia Pablo Solon said Espinosa. After repeated by Solon anti-capitalist rhetoric, Espinosa replied that the Bolivian objections would be noted in a report final but could not sabotage the 190 countries.

The agreement has been unlocked after that simply creosotetreated delegates until 2011 and 2012, a dispute between rich and poor on the future of the United Nations Protocol from Kyoto, which requires to close to 40 rich to reduce emissions in a first period until end-2012.

"Cancun could have saved the process, but it does not even save the climate, said Wendel Trio of Greenpeace.".

Japan Canada, the Russia insisted during discussions that they extend not Kyoto, requiring that all major emitters, including the United States, China and the India also participate a new global agreement.

But developing countries say that rich Kyoto countries burned fossil from industrial to extend the agreement beyond 2012 before the poor revolution most agree measures to reduce their emissions.

Washington has never signed Kyoto, arguing that it wrongly failed targets for developing countries and would cost American jobs. Hopes to legislate on sections Obama disappeared after that Republican gains in the mid-term elections.

Many of the agreements of Cancun simply closes transactions not binding in Copenhagen, which have been approved by the nations only 140. Todd Stern, us climate Envoy said actions in Copenhagen have been "postponed in a truly exceptional way here today."

"It's really quite historic," says Christiana Figueres, head of the United Nations climate change secretariat.

"It's the first time that countries have agreed on a range of instruments and tools which will assist developing countries in particular," she says.

CANCUN, Mexico - Conference of the United Nations A Saturday has adopted an agreement climate modest establishment of a fund to help developing countries go green, although it has adjourned for another year the difficult work of carving deep reductions of carbon emissions causing the Earth warm up regularly.

Although the agreements were limited, it was the first time in three years, 193-nation Conference adopted climate action, restore faith in the unwieldy United Nations after the disappointment of one year at a Summit in Copenhagen awaited process.

After the debate in the first hours, the Conference overlapped a solitary objection by Bolivia, who argued that plan was not sufficient to make enough climate fight.

Cancun created institutions providing funding for poor countries, and technology agreements but they did not said where the funding would come from.

Urge developed countries to move quickly on emission reductions it "recognized" the target recommended by scientists to reduce gas emissions greenhouse industrialized 25-40% of the levels of 1990 in the next 10 years. Existing commitments amounted to approximately 16%.

President Felipe Calderon, Mexican in a speech by 4 o'clock in the morning, said the Conference "a comprehensive success," after two separate agreements have been adopted. Agreements made flying shrapnel "inertia mistrust" resolved efforts frustrated a wide climate treaty, he said.

A renewed agreements a framework for cutting but set no new targets for industrialized countries greenhouse gas emissions. The second has created a system of financial and technical assistance to the countries facing serious threats due to global warming.

Foreign Minister Patricia Espinosa, President of the Conference heard the agreement at the beginning Saturday despite objections from delegate Bolivia, who said that it was so low that it would endanger the planet.

Generally, decisions of the United Nations climate talks are made by consensus, but Espinosa said consensus only "means that a country has the right to veto" decisions supported by everyone.

The agreement establishes a multi-billion climate fund annual Green help developing climate change even if it does not say how money Fund it must be raised. Last year at Copenhagen Governments agreed to mobilize 100 billion per year from 2020, developing countries with a large part is managed by the Fund.

Agreements also define rules of internationally funded forest conservation and climate technology provides to the expansion of the economies.

Espinosa WINS ovation repeated a packaged for his skilful bickering countries handling and for the drafting of an acceptable agreement fully satisfied person conference room.

Environmentalists cautiously welcomed the agreement.

It was not "enough to save the climate," said Alden Meyer database Washington Union of Concerned Scientists. "But it restore the credibility of the Organization of United Nations as a forum where progress can be achieved.".

Cancun agreement believe differences between industrial and developing future and integrates voluntary reduction commitments attached to the Copenhagen agreement which emerged from climate summit year emission reductions in the Danish capital last.

He struck a clever compromise between the United States and China, which had been knives drawn from the conclave for two weeks on methods of monitoring and verification of measures to reduce greenhouse gases.

"What we have now is a text which, while it is not perfect, is certainly a good basis for moving forward," said the Chief negotiator for U.S. Todd Stern. His Chinese counterpart Xie Zhenhua, sounded a similar note, and added, "negotiations in the future will continue to be difficult."

Agreement of "goes beyond what we expected when we arrived here," said Wendel Trio environment Greenpeace group.

Insisting on what is at stake in the long-term climate talks, NASA reported that global temperatures from January to November 2010 have been warmer 131-year record. The data indicate the year would be probably fine as the warmest on record, or attached to 2005 as the warmest.

Top page of the United Nations climate science body said these rapid and deep cuts are needed to prevent the rise of more than 2 degrees Celsius (3.8 F) temperatures above pre-industrial levels which could trigger catastrophic climate impacts.

Solon protested that low commitments of the Copenhagen Agreement condemned land to increase the temperature of up to 4 degrees Celsius (7.2 F), which is equivalent to "ecocide" that could cost millions of lives.

He also complained that the text was being shipped manifestations in violation of the rules of consensus of the UN.

In the 1992 United Nations Climate Treaty, the nations of the world promised to do their best to curb carbon dioxide and other gases trap heat emitted by industry, transport and agriculture. In the two decades since then, only big advance annual conferences arrived in 1997 in Kyoto, at Japan, when the parties have agreed on modest reductions required by rich countries.

But the United States, only in the industrial world, rejected the Kyoto Protocol that it would be detrimental to its economy and these emerging economies like China and the India should have on bonds emission.

Since China has replaced the us as transmitter more big in the world, but he resisted calls that he take legally binding commitments - no steps to reduce its emissions, but to restrict their growth.

Here in Cancun these issues came to a head, as the Japan and the Russia fought the pressure to recognise a final decision will undertake a second period of Kyoto emission reductions current targets expire in 2012.

The Japanese complained that with the rise of China, India Brazil and others, 37 Kyoto now industrialized countries there are only 27 percent of greenhouse emissions. They want a new legally binding Covenant requiring United States, China and other major emitters.

A draft text proposed by delegates, turned to bridge differences which could undermine the talks.

Earlier, the prospects for an agreement appear to be back with the nations of the clashes on future emissions commitments.

Japan and the Russia opposed the Cup again under the Kyoto - Protocol a significant demand in developing countries.

There are also divisions on a proposed Fund to help poor countries to cope with climate impacts.

Latest draft document refers to a "second commitment period" of the Kyoto - Protocol a period in which the countries in the Protocol would be more reductions-without mandating it is inevitable.

The issue resulted in major divisions between developing countries and the Japan the Russia.

However, it still needs to be accepted by the plenary Assembly of the 190-nation gathering.

Environment correspondent for the BBC Richard Black, reports to the Summit of Cancun, says the compromise text was a step forward, but the negotiations were always likely to go down to the wire.

"The new document is strong on recognizing the magnitude of the problem, but not committed portions of new measures to reduce emissions," he noted.

"It recognizes that developed countries should reduce their emissions of 25-40% below 1990 by 2020 levels to 1.5 C or 2 C target-address, but does not say how it is to be done".

He added that he "urged" Appendix (industrialized countries) country of "raising the level of ambition" in order to achieve the threshold of 25-40%.

Carbon cutting key climate funds (BBC)

9 December 2010 update at 09: 42 GMT Richard Black Richard Black environment correspondent, BBC News, Cancun, the Mexico Climate campaigner at the UN climate talks, Cancun (Image: Reuters) advocates expect to see this high-level segment offers Rich nations must reduce further carbon emissions so awareness for $raise (£ 60bn) per year to help countries poorest cope with climate change, Prime Minister of the Norway said.

Jens Stoltenberg led a commissioned A working group that explores ways to increase the amount accepted by most nations of the Copenhagen Summit as a target for 2020.

Of emission targets current does not trigger the necessary amounts, he told BBC News.

Many developing countries maintain that the figure of $raise is not large enough.

-Chaired by Mr. Stoltenberg and Prime Minister Meles Zenawi the Ethiopia and called high level on the financing of climate change advisory group - group was commissioned by Secretary General Ban Ki - moon to find ways to make money, that the public funding of this magnitude was unlikely to materialize.

Their report was formally presented to the UN climate summit this week.

He set out in several possible ways to raise money - by taxes on shipping international and aviation, banking tax increased financing regional development banks and the increased use of public funds.

But the key, they suggested, would be income market carbon - emissions and a levy on transaction permits auction.

"Carbon prices have a dual climate effect – it is a huge source of income, but also provides incentives to the right to reduce emissions by making it expensive to pollute", Mr. Stoltenberg said BBC News.

"We're more ambitious price will - therefore there is a very close link between the ceiling we define for emissions and the price."

"We believe that we need a price of about $ 20/25 per tonne to mobilize raise them $."

Currently, where it is exchanged carbon - mainly in the EU - prize has generally been lower.

"If we are to increase the ambitions to achieve the objective," concluded Mr. Stoltenberg.

All financing proposed in the report, including the levies on carbon trading mechanisms would also require political agreement everywhere in the world.

While some rich countries opposed a tax on banking transactions, - particularly small island developing States - developing countries do not want to see samples on maritime transport and aviation.

Island nations dependent on trade and tourism - aircraft ships often and say that these activities of taxation would prejudice them economically, when A climate agreements clearly show that the funds should come from the rich world.

Presentation of the report, Mr. Ban observed: "it is important to do the right thing for those who have less cause the climate change phenomenon."

Constructive tomorrow?

One of the outcomes of the Summit may be a formal agreement to establish a "Green Fund" which could start money.

Continue to read the story main var querystring = "; nations but disagree on how far and how fast they want the process to proceed.

Sources close to the negotiations said a number of Western countries - including United States and the Canada - us blocking progress, stating only that a fund should be established here and leaving the details for the future.

On the other hand, vulnerable countries, want to see the Fund established not only but operational as soon as possible.

Helen Clark, head of the United Nations development programme and former Prime Minister of the New Zealand compati avowed with these nations.

"Back to Tuvalu persons who suffer the effects of climate change in the here and now feel very Maldives very frustrated when they see the progress," she says.

"They say"is on our lives, why aren't people more exercised about it?".

"With climate likely to be the largest new source of funding for the developing countries, securing the funding for work... in a manner that supports the development finance becomes absolutely crucial."

But the large block of developing countries, there are differences stark approach.

Some want money much more great commitment - 800bn markets $ per year, for example – which all should originate from publicly in the West, without recourse to the carbon, in large part as a reward climate impacts caused by historical emissions on which Western grow rich.

Others reject this as completely unworkable and are willing to accelerate regardless of the West has to offer.

But it is proved that the sum of £ raise is too low.

Last year, a report from the World Bank estimates the cost of climate adaptation in developing countries would amount to $75 - raise per year, while international agency energy cost of support for energy clean technology in developing $110bn per year.

Two of these reports said that the money would be necessary to 2010, not 2020.

Agreement at least on the edges of a financial regulation is one of the prerequisites for an agreement here.

However, with only two days of negotiations on the left, it is far from being clear if an agreement can be concluded.

Objective of the climate could spell end for some coral reefs (the Arizona Republic)

PUERTO MORELOS, Mexico City (AP) - The once-vibrant coral reef shielding these sun-soaked beaches from the wrath of the sea is withering away under the stress of pollution and warmer water. It's not likely to get much help from world governments meeting in Cancun for talks on a new climate pact. "Their so - far elusive goal to limit global warming to 2 degrees C (3.6 F) is too little too late, says coral expert Roberto Iglesias.""That represents the end of the coral reefs in the world," says the Mexican scientist, who works at a marine research station in Puerto Morelos, 12 miles (about 20 kilometers) south of the beach resort hosting the annual U.N. climate conference.Coral reefs are like underwater jungles that host 25 percent of marine species and provide food and income to hundreds of millions of people, mostly in the developing world. "They also serve as shock Hydrauliques to storm surges whipped up by hurricanes. But many reefs, including the one off this hotel-packed coastline, have been damaged by water pollution and overfishing, leaving them vulnerable to a warming ocean that"bleaches"corals and sometimes kills them, Iglesias said. This year, preliminary reports show global coral bleaching reached its worst level since 1998, when 16 percent of the world's reefs were killed off, said Mark Eakin, a coral reef specialist at the U.S. National Oceanic and Atmospheric Administration.""Clearly, we are on track for this to be the second worst (bleaching) on record," he said. "All we're waiting on now is the body count."The 700-mile (1, 100 - kilometer) Mesoamerican reef that runs along Mexico's Yucatan Peninsula - suffering under other stresses - was spared the bleaching this year, but other parts of the Caribbean were hard hit, including Tobago, Curacao, Panama and islands north of Venezuela. Some of the biggest impacts were in Southeast Asia. In Indonesia's Aceh province, surveys showed some 80 percent of the bleached corals died. In July, Malaysia closed several popular dive sites after virtually all the corals in those areas were damaged by bleaching.Bleaching occurs when warmer temperatures disturb the symbiotic relationship between the corals and tiny algae that live inside them. "When the algae are spit out, rainbow-colored reefs are turned into blade and lifeless skeletons - a"hideous"sight for veteran scuba variety like 52-year-old Eakin.""You can't imagine what it's like to jump in the water and expect beautiful vibrant colors and all the corals are white," he said. One Gold 2 degrees C (1. 8-3. 6 degrees F) above normal can be enough to cause bleaching. Corals may recover if the water cool and the algae return, but they're still significantly weaker and more vulnerable to disease. If the warmer temperatures persist, the corals die.Bleaching occurs due to natural variability. both the 1998 and 2010 events were linked to the El Nino weather phenomenon. But the gradual rise of ocean temperatures means "it doesn't take much to push them over the edge," Eakin said. The World Meteorological Organization says most tropical waters already have seen surface temperatures rise by up to 0.5 C (1 F) in the past 50 years. The Intergovernmental Panel on Climate Change, the U.N. climate-science network, projects an increasing frequency of bleaching episodes that "is very likely to further reduce both coral cover and diversity are reefs over the next few decades."Many reefs have already been degraded by disease and the impact of human activities, including discharges of fertilizers and waste as well as overfishing of parrotfish and other species that help keep the corals clean and global healthy. The area covered by coral reefs has shrunk by 20 percent since 1950 and another 35 percent could disappear in the next 40 years, even without the impact of climate change, according to a report released in October by the World Meteorological Organization and the Convention on Biological Diversity.Off the Riviera Maya coast south of Cancun, where large swaths of mangrove forests have been cut down to make room for an endless row of beachfront resorts, only 15 percent of the coral reefs are alive, down from about 45 percent in 1995, said Fernando Secaira, who coordinates a Mesoamerican Reef program for the u.s. - based environmental group Nature Conservancy. The biggest problem, he said, is the rapid development, with tens of thousands of hotel rooms added only in the past decade. Fertilizers from lawns and golf courses and sewage from the developments filters through the limestone rock and is washed out onto the reef by underground rivers, altering the balance of the sensitive ecosystem.Secaira said such unhealthy reefs will find it difficult to adjust to warming waters, raising the risk they will be destroyed by bleaching or diseases. "The priority for conservationists is identifying the most resilient reefs, and protecting them as climate change sets in with full force, raising temperatures and acidifying the ocean, which limits the carbonate minerals that help corals grow.Scientists say no emissions cuts being considered by world governments will suffice to prevent that from happening.""We're going to lose more corals and more reefs before this is all over," said Eakin, of NOAA. "The question at this point is how many can we save."
